Introduction
 

The French national task force for the control of the precursor chemicals of narcotic drugs (Mission de Contrôle des Précurseurs Chimiques de Drogues - MNCPC) was set up in 1993 with a two fold objective:

  • comply with the obligations accepted by France when ratifying the Vienna Convention;
  • apply the measures adopted by the Community authorities to control chemical drug precursors.
     

The MNCPC is now the French authority for controlling chemical drug precursors. In this capacity, it may exchange information with countries and international organisations which have signed the Vienna Convention.

It is also responsible for interfacing between the investigation departments and the enforcement agencies, on the one hand, and chemicals manufacturers and distributors, on the other.

The French government has placed the MNCPC side by side with the Director General of the General Business Directorate in order to involve chemicals manufacturers and distributors actively in the detection of risks of abuse.

It is staffed by civil servants of the Ministry of the Economy, Industry and Digital Affairs as well as civil servants seconded by the Ministry in charge of the Budget (Customs) and the Ministry of the Interior (Police).

It has wide-ranging powers to control drug precursors at the national level (relations with manufacturers, surveillance of export and import sales, coordination of competent government services) and the international level (contact with foreign government services, representation of France in European and international institutions).
